The old man who sold me this told me it was old, I don't think so, maybe 1950's or so.
Can anyone make out the signature because my eyes don't see clear anymore.

I think the signature is S. Sieberger.

BTW, I believe charcoal is always black. This would be called a pastel - drawn with pastel crayons or colored chalk.
