Just some thoughts, Billy,

1. You might consider getting the book which Beulah Harling is listed in, along with 20,000 other Californian artists.
https://www.amazon.com/s/ref=nb_sb_noss?url=search-alias%3Daps&field-keywords=edan+hughes
(you should opt for the third edition)
About the author: https://en.wikipedia.org/wiki/Edan_Milton_Hughes

2. When you can’t find recent sales for an artist, you can’t know what the artist’s current prices would be.
And there are no “official sales” for Beulah Harling on either eBay or Live Auctioneers.

3. Who wants this, and how much will they pay?
For most art in the low price range (20-100 USD) the name of the artist is of little relevance, although it is always a good thing to know.

This art is bought for its decorative value, so you should consider how the style, motif and technique will fit with current taste and decor.
A certain artist might have good prices for floral paintings while landscapes will be unsellable.

4. Where and how to sell it.
If you sell this kind of art on eBay or another auction site you can just set a low limit and let the buyers decide the price.
If you are using ads, set the price according to assumed demand. Lower the price if it doesn’t sell.

5. Local artists.
There is always a chance for a better price in the artist’s local area. In case of landscapes because of familiarity with the subject. Or because of people’s acquaintance with the artist. Beulah Harling is probably only remembered by very few by now. But her relatives might be interested.

Try to sell it in Anaheim, Orange County, for 200 USD, and maybe settle for 100 (or even 50).

Regards,
Vietato
