I think it must an old drawing about life in the countryside. So it could be for educating city kids :-) On the bottom right its says "Fait à la main d’apres l’original": made by hand after the original.
It would have been better with photos of all the text bits, since the main photo is quite small.
But here is what I have from the text: decrotez la praticue (“the doctor is leaving”) à la petites loteri (at the little lottery) à la putte d’avoine (something with (a sac of) oat) le ramcheur (the rambler) merlans a Frire (whiting pan? (I don't know what that is) Bon vinaigre (good vinegar) La laitiere (the milk girl) Le Falot Et des raves (? - Google Translate can't handle that).
But it is strange that I do not get relevant hits from those text bits!
