Does anyone knows who is the best person to recognize Man Ray works or authenticate

That person would be his biographer Neil Baldwin of Montclair State University. But the only safe way to authenticate a Man Ray is nowadays to contact the modern art team at the auction house that fetches his highest prices: Sotheby's. Christie's will do, too. In case one particular person is THE authority on that artist, they will contact him, they are in a far better position anyway. Unless you are a well-known billionaire collector. An auction house will not charge you for their opinion, unless you want it discretely done and in full writing.

Authentication with some sort of document elsewhere is not something to spend money on. Used to be, but not anymore. The value of an artwork is rarely established by a single independent person, but normally by consensus, and ultimately by the market. There are exceptions, where the artist's biographer, widow, family or whoever have a say in the matter, as is the case with some French top artists. But as we don't know what kind of artwork you have and Man Ray was incredibly universal and multifaceted, that is all the advice I can give.
